PIERRE, S.D.(KCCR)-The House Local Government Committee of the South Dakota Legislature effectively killed a bill that would have revised the rights of landlords and tenants when tenants abandon a rented property.  Prime sponsor, Representative Tina Mulally of Rapid City has rental properties and some issues when a tenet leaves personal belongings behind.

Representative Will Mortentson of Pierre worked with Mulally on some of HB-1045, but after an amendment added Tuesday morning changed course.

Representative Chris Johnson of Rapid City supported the measure.

A do-pass motion failed on House Bill 1045 on a six-seven vote.  A substitute measure to send the measure to the fictional 41st Legislative Day, essentially killing the bill, passed on a ten – three margin.
