PIERRE, S.D.(KCCR)- The National Oceanic and Atomphereic Administration released it’s winter outlook Thursday.   NOAA’s Jon Gottschalack says El Nino will be a driving factor in weather conditions into next spring.

South Dakota is forecast to see slightly above average temperatures compared to the rest of the country.

The state will see equal chances of precipitation this winter.

Gottschalack says while warmer conditions overall are expected, outbreaks of extreme cold are still a probability this winter.  The outlook covers December, January and February.
