PIERRE, S.D.(HubCityRadio)- On Monday, the South Dakota House Commerce & Energy Committee held a hearing dealing with HB1219. HB1219 prohibit the exercise of eminent domain for the construction of pipelines carrying carbon oxide.
Prime sponsor of the bill was Representative Jon Hansen of Madison.
Hansen talks about what the purpose of the bill does.
Among the supporters was McPherson County landowner Mark Lapka.
A number of groups were opposed to this measure. Trevor Jones, lobbyist for Summit Carbon Solutions, told the committee this would stop the company from doing business in South Dakota.

Representative Hansen offered a rebuttal to the testimony of those that was opposed to the bill.
A do pass motion failed on a 6-7 vote. A motion to send it to the 41st day was made. Representative Carl Perry express frustration about a lack of support of landowners by this committee.
The vote was 7-6 to move it to the 41st day defeating the bill. An option to try to “smoke out” is possible but that won’t be addressed until Tuesday at the earliest.
