PIERRE, S.D.(KCCR)- An Iowa woman accused of stealing one-point-seven-eight million dollars of state money intended for foster children made her first court appearance Thursday in Pierre. Lonna Carroll is charged with two counts of Aggravated Grand Theft. Magistrate Judge Margo Northrup granted Carroll’s request for a court appointed attorney. Attorney General Marty Jackley asked Northrup to impose a restriction on how much Carroll can spend.
Tim Whalen of Lake Andes was appointed to represent Carroll. Jackley also requested bond conditions regarding travel to her home in Algona, Iowa.
Carroll is 68 years old and Jackley has said recovering the over one-point-seven-eight million dollars stolen will be nearly impossible. If the case gets to sentencing Jackley says the right sentence would be a balancing act.
Arraignment is scheduled for late August
