FORT PIERRE, S.D.(KCCR)- The Fort Pierre City Council has joined city and town Councils and Commissions across the state in approving a resolution that shows the city opposes Initiated Measure 28. I-M 28, known as the consumption tax would, if approved by voters in November, prohibit taxes on anything sold for human consumption. That phrase, human consumption, is at the heart of the confusion of the measure.
Sara Rankin, Executive Director of the South Dakota Municipal League told the Council the measure seems to be in conflict with state law, which would have impacts on cities and towns.
Rankin says the impact to cities across the state could be in excess of 51-million dollars in sales taxes.
Rankin says there is not much the legislature could do if I-M 28 passes.
If passed, Fort Pierre could lose out on over 288-thousand dollars worth of sales tax revenue.
