They determined no actual domestic assault had taken place, but the living conditions the couple were in appeared uninhabitable.
Two children, ages 5 and 11 months were in the camper, which was filled with large amounts of animal feces, trash, spoiled food, and there was no running water.
Deputies also located several weapons lying around the camper.
The parents of the children, Cyrus Koslowski and Wilha Schmeling, both 28 years old of Watertown, were arrested and charged with Cruelty to a Minor, and Animal Neglect.
They were booked into jail on $2,000 cash bond.
The children were placed in the care of Child Protection Services.
