ABERDEEN, S.D.(HubCityRadio)- The 2026 South Dakota Legislative session is over for the year. District 3 Representative Al Novstrup took time to reflect on this session.
Novstrup primed a total of ten bills. Seven were on the House side. He withdrew four of bills including two addressing TIFs(Tax Increment Financing). Novstrup talks about how both the City of Aberdeen and Brown County were able to resolve this without the need of the state legislature.
Novstrup talks about one bill he primed that started in the South Dakota Senate that dealt with rulemaking.
Novstrup was against SB96 which was the Governor’s bill dealing with property tax cuts but would allow the county to implement a .5% county sales tax.
Novstrup did support SB245 which setups a fund to address property tax relief coming from the anticipated increase in state sales tax beginning in July of 2027.
Novstrup also addressed data centers bill dealing with tax exemptions for them. That bill never made it to the floor for the legislature to vote on.
Novstrup was the Vice-Chair of the House Appropriations Committee. One measure they heard was HB1262 which dealt with the school based therapeutic center.
Novstrup was also on the committee that this Monday address the funding needed for the Richmond Dam and spillway project. He goes over the process once bidding came for this project.
Novstrup will be seeking reelection for the District 3 House seat.
