PIERRE, S.D. (WNAX) – South Dakota Governor Kristi Noem is backing another bill that would redefine the crime of incitement to riot and change civil liabilities for riot boosting. The bill she backed last year was declared unconstitutional.
Noem says they have made the necessary changes from last year.
Noem says the bottom line is protecting people and their property.
The bill is an attempt to head off any possible problems with protests connected to the construction of the Keystone XL pipeline in western South Dakota.
