PIERRE, S.D.(WNAX)- South Dakota Governor Kristi Noem proposed a so called “heartbeat bill” that would ban abortions once a fetal heartbeat is detected, usually about six weeks after conception.
The House State Affairs Committee didn’t hold a hearing on the bill and Noem released a statement critical of the no action.
