SIOUX FALLS, S.D. (KELO.com) – Spring planting for South Dakota farmers has been tough before, but Governor Noem says this spring is unique.

And even when the rain stops, Noem says there is still a lot of water moving through the watersheds. Farmers will be challenged for weeks to come.
