Bills area legislators are priming in 2026

ABERDEEN, S.D.(HubCityRadio)- Wednesday, February 4th was the deadline for bills to be introduced for the 2026 legislative session. Here’s a list of bills that District 1, 3, & 23 are listed as prime sponsors and where they stand in the legislature.  You can learn more about these bills at www.sdlegislature.gov.

District 1:

Senator Michael Rohl:

SB3: Limit the types of residential improvements for which counties, municipalities, and townships may require a permit.(Both chambers approved changes on Wednesday, March 4th, now heading to Governor’s desk)

SB4: Revise procedures for returning and withholding security deposits for residential premises.(Bill signed by the Governor on Wednesday, February 11th)

SB5: Require the disclosure of whether a ballot question was proposed by initiative or by the Legislature.(Bill was signed by the Governor on Friday, February 6th)

SB6: Reduce the duration of an individual’s reemployment benefits.(Bill was deferred to 41st day on 8-1 vote on January 22nd.  Bill was tabled by Senate Commerce Committee on Thursday, February 19th)

SB7: Modify the tax rate on gold severed in this state.(Bill Deferred to 41st Day by Senate Taxation Committee on a  7-0 vote on January 21st)

SB110: Regulate how broadband internet access service providers use customer data(House Commerce & Energy Committee sent bill to 41st day on Monday, March 2nd)(Could see summer study)

SB111: Require that social media companies provide collected personal data of a user at the user’s request and maintain transparent interoperability interfaces(Bill passed the Senate House on Wednesday, February 25th, now sitting at Governor’s Desk)

SB236: Create the county and township infrastructure fund for the accounting, safekeeping, and allocation of unobligated rural access infrastructure fund moneys.(Governor signed bill into law on Tuesday, March 10th)

SB238: Authorize the removal of occupants from certain short-term lodging accommodations, and to provide a penalty therefor(bill was withdrawn on February 5th)

SJR501: Proposing and submitting to the voters at the next general election an amendment to the Constitution of the State of South Dakota, limiting the number of terms an individual may serve as a member of the Legislature.(House State Affairs sent resolution to 41st day on Wednesday, February 25th)

SJR502: Applying to the United States Congress under Article V of the United States Constitution to call for a convention proposing an amendment to the constitution fixing the number of justices of the United States Supreme Court at one chief justice and eight associate justices.(House State Affairs sent resolution to 41st day on Wednesday, February 25th)

HB1262: Make an appropriation for a non-residential, school-based, therapeutic services facility in Brown County and to declare an emergency.(Bill passed South Dakota Senate on Wednesday March 4th, now heads to the Governor’s desk)

HB1155: Permit the state to invest in Bitcoin(House Commerce & Energy Committee sent bill to 41st day on 10-3 vote on Friday, February 6th)

HB1156: Extend each waterfowl hunting season for veterans and active duty personnel(Representative Manhart withdrew the bill on Monday, February 9th)

HB1185: Require that a voter use a black ink ballpoint pen when marking an optical scan ballot.(Rep Manhart tabled the bill on Wednesday, February 4th)

HB1207: Amend the period of time before which ballots and other election materials may be destroyed following an election(Representative Manhart withdrew the bill on Thursday, February 5th)

HCR6002: Honoring the life and achievements of the late Charlie Kirk.(Resolution has passed South Dakota House on a 60-5 vote on January 16th.  South Dakota Senate passed it on a 31-2 vote)

SB137: Establish procedures for anti-SLAPP actions to protect the exercise of a person’s constitutional rights, including freedom of speech.(Passed South Dakota House on Thursday, March 5th, now heads to Governor’s desk)

SB153: Prohibit certain restrictions in employment contracts for community services providers.(Governor signed bill into law on Monday, March 9th)

SB176: Amend the period of time before which ballots and other election materials may be destroyed following an election.(Passed South Dakota House on Monday, March 2nd, now at Governor’s Desk)

SB177: Clarify the requirements for marking an optical scan ballot.(Passed South Dakota House on Monday, March 2nd, now at Governor’s desk)

SB123: Prohibit the manufacture, sale, and distribution of any product containing cell-cultured protein, and provide a penalty therefor(Senator Perry has withdrawn the bill)

Representative Al Novstrup:

HB1074: Provide for compensation to counties for administering tax increment financing districts created by a municipality.(Representative Novstrup has withdrawn the bill)

HB1075: Require notification of property owners prior to the establishment of a tax increment financing district.(Representative Novstrup has withdrawn the bill)

HB1277: Require that campgrounds and campground additions, alterations, and modifications comply with National Fire Protection Association standards(Representative Novstrup tabled the bill on Tuesday, February 17th)

SB116: Make an appropriation for the design and construction of an indoor athletics facility at Dakota State University and to declare an emergency.(Signed by Governor Rhoden on Monday, March 2nd)

HCR008: Requesting the attorney general file a lawsuit against the People’s Republic of China and related parties to seek damages related to the COVID-19 global pandemic(House Judiciary voted 9-2 to send bill to 41st day on Friday, February 6th)

SB199: Establish a new fund to provide property tax relief(South Dakota Senate voted 17-16 against the bill on Monday, February 23rd)

SB225: Apportion interest earnings from the unclaimed property trust fund to school districts(Senate Appropriation Committee voted to send it to the 41st day on Monday, February 23rd)

HB1064: Provide for the sale of producer-raised meat and meat food products directly to consumers pending legalization under federal law.(Signed by Governor Rhoden on Tuesday, February 17th)
