Codington County Commission address prison inmate rates

WATERTOWN, S.D.(KXLG)- Intending to be proactive, Codington County Sheriff Brad Howell initiated the discussion with the County Commissioners about having potential future action to increase the out-of-county contracts for inmate detentions.

Sheriff Howell talks about the current contract pricing.

Sheriff describes how the cost is figured.

After researching other counties’ contract rates, ranging from $75 and up, Sheriff Howell suggested between $115 to $120. Last year, “roughly” $165,000 was collected from out-of-county contracts.

No action could be taken since the discussion was not on the agenda.

However, Commissioner Myron Johnson commented about losing money, saying, “Facts are facts.”

Sheriff Howell says that money collected goes back into the General Fund, and he wants to ensure that they “don’t price them out of the market.”

Commissioner Charlie Waterman agreed with Commissioner Johnson, saying, “I’d like to see $130 a day.”

Commissioner Lee Gabel talks about the statewide rate.

Gabel said they need to consider at least recouping their operational cost but be careful not to price themselves out of the market.

Commissioner Johnson talks about offerings of the detention center.

Brookings Detention Center is currently at a $95 rate.

Commissioner Gabel talks about doing tours of the current Codington County Detention Center with the public.

No action was taken.
