Congressman Johnson address possible shutdown

PIERRE, S.D.(DRGNews)- The United States Congress has until midnight Friday night to pass a spending resolution, to avoid another federal government shutdown. This would follow a 43-day shutdown– the longest in U.S. history– that occurred from Oct. 1 to Nov. 12, 2025.

Following the shooting death of two people in Minneapolis this month (Jan. 7 and 24, 2026) by federal Immigration and Customs Enforcement officers, Senate Democrats have said they will not approve the Department of Homeland Security funding if it doesn’t include new guardrails to rein in ICE.

South Dakota U.S. Representative Dusty Johnson said in the $1.2 trillion budget the House sent to the Senate last week, the Homeland Security appropriation is packaged with three other agencies’ funding.

The Homeland Security budget could be separated from the other three, but Johnson said that starts the appropriations process over.

The House is on recess until Monday.

Johnson said Congress has been getting quite a bit of work done and another delay would break that momentum.

Congress has already passed– and President Trump has signed– six of the 12 full-year appropriations bills, which means many government operations would remain operational, unlike the last government shutdown. The six government agencies that have their annual appropriations packages already signed are the Departments of Justice, Commerce, Agriculture, Interior, Veterans Affairs and the Legislative Branch.
