YANKTON, S.D.(WNAX)- The Environmental Protection Agency is moving toward rules that would require municipalities and other water services to create an inventory of lead service pipes.

Yankton City Manager Amy Leon says state law says the service lined belongs to the homeowner.

Leon says there are lots of questions about that type of policy.

Leon says the municipal league has talked about the problems with that.

Leon says it could be difficult to find and identify all lead service lines.
