Former Centerville mayor indicted for murders, victims identified

SIOUX FALLS, S.D. (Dakota News Now) – Former Centerville mayor Jay Ostrem has been indicted on nine felony counts for killing three men on May 27.

Ostrem, 64, was indicted Wednesday by a Turner County Grand Jury for three counts of first-degree murder, three counts of second-degree murder and three counts of felony first-degree murder while in the commission of a burglary.

The incident occurred on May 27 on the 1000 block of Main Street around 10 p.m. Court documents revealed that one of the victims had called 911 at 9:44 p.m. and stated that their family member had been shot and killed by “a guy from across the street” and they had also been shot. They then stopped communicating with dispatch.

When a Game, Fish and Parks Conservation Officer arrived on the scene, they observed Ostrem leaving the residence from where the 911 call originated. Ostrem was eventually stopped and officers found a .380 handgun in his pants pocket and an AR-style rifle on the ground near him. Authorities then found three deceased victims with apparent gunshot wounds in the residence.

Those victims have been identified as 26-year-old Paul Frankus, 21-year-old Zachary Frankus and 35-year-old Timothy Richmond.

When investigators spoke to a female family member of Ostrem’s, she told officers that she had been sexually assaulted by a neighbor while they drank in her home, including forcible kissing, genitalia exposure and him pressing against her. On the night of the shootings, the family member claimed she reported this to Ostrem and he then got up and left the home in a rage. That was the last time the family member saw Ostrem before authorities arrived.

South Dakota’s Division of Criminal Investigation is leading the investigation. The South Dakota Attorney General’s Office is prosecuting the case.

Ostrem’s next court appearance is scheduled for 3 p.m., June 20 at the McCook County Courthouse in Salem. He remains held on a $1 million cash-only bond in the Minnehaha County Jail.
