House Commerce & Energy Committee approve HB1186(Easements)

PIERRE, S.D.(HubCityRadio)- On Monday, the South Dakota House Commerce & Energy Commmittee heard testimony about HB1186.  The bill define the requirements for granting a carbon pipeline easement.

Prime sponsor of the bill was House Majority Leader Will Mortenson of Pierre.

Mortenson compare the situation with the CO2 pipeline to that of wind energy introduced almost thirty years ago.

Spink County landowner Ed Fischbach represented South Dakota First spoke in favor of the fifty year limit of the easements.

Fischbach also supported the five year agreement that was amended but offered a suggestion of when that should go into effect.

Brett Koenecke, lawyer representing Summit Carbon Solutions offer a comparison between wind energy and co2 pipelines.

Koenecke discuss yearly payment on easements assigned to landowners that the company is concern about.

Committee approve the bill on a 8-3 vote.
