PIERRE, S.D.(HubCityRadio)- HB1054 was discussed Monday in front of the South Dakota House Education Commmittee.
The bill allow public schools to authorize an individual to volunteer or be employed as a school chaplain.
Prime sponsor of the bill District 3 Representative Al Novstrup.

Novstrup discuss how the bill allows for local control for the school boards.
Among those in opposition was the Executive Director for the South Dakota ACLU, Samantha Chapman who believes this bill is unconstitutional.
Also oppose is former Democratic Representative Dan Ahlers.
On the House Education Committee is District 1 Representative Logan Manhart who talks about his support of the bill.
The bill passed the committee on a 10-5 vote and now moves on to the South Dakota House.
