Lincoln County landowners have filed a lawsuit challenging the state’s decision to locate a new men’s penitentiary near Harrisburg.

State Representative Karla Lems of Canton says the lawsuit has two main points.

Department of Corrections Secretary Kellie Wasko will meet with the group later this week.
