Minnehaha County Sheriff address recidivism rate

SIOUX FALLS, S.D.(KELO)- Presumptive parole is creating big problems in South Dakota, just as it is in our nation’s largest cities.

Minnehaha County Sheriff Mike Milstead says the current parole system lets offenders out of prison – sometimes after serving less than a third of their sentence – without going before a parole board.

Sheriff Milstead says many inmates are being released before receiving adequate treatment for the behaviors that caused them to commit their offenses.

Many of those inmates are now in the County Jail after committing serious crimes while on parole.
