PIERRE, S.D. (SDBA) — The South Dakota Legislature was unable to override Governor Rhoden’s veto of HB1169.
The bill modify the signature requirement for a petition to initiate a constitutional amendment.
The South Dakota House did vote in favor of the bill on a 50-18 vote which did exceed the 47 votes needed to override the veto.
Area legislators: Districts 1(Reps Logan Manhart, Christopher Reder), District 3(Reps Brandei Schaefbauer, Al Novstrup) & District 23(Reps Spencer Gosch, Scott Moore) all voted in favor of the bill to override the veto.
The South Dakota Senate voted 16-16 with 3 excused to override the veto falling short of the 24 votes needed.
Senator Michael Rohl of Aberdeen was the only legislator in the region that spoke from either chamber Monday.
Senator Rohl:
Rohl believes the bill would allow a rural district the opportunity for veto power. The opposite effect of the focus of the bill to limit power to larger communities.
Rohl believes the Declaration of Independence allows citizens the opportunity to attempt to override what the legislature can do.
Area legislators, District 1 Senator Michael Rohl voted no, District 3 Senator Carl Perry & District 23 Senator Mark Lapka voted yes.
