Rapid City homeless camp tries not to involve law enforcement

RAPID CITY, S.D. (KOTA) – One noteworthy aspect of Camp Mniluzahan, (mini-lou-za-han) the homeless encampment just outside of Rapid City, is a staunch philosophy against involving law enforcement at the camp if possible.

Organizer James Pipe On Head said this is because many residents in the camp, for one reason or another, do not trust law enforcement.

Be it conflict between residents, drug or alcohol abuse, the camp will only call authorities in the event of a medical emergency.

Pipe On Head said there have been few such emergencies at the camp to this point, and there have rarely been overdoses.

The camp is located outside the jurisdiction of the Rapid City Police Department.
