SIOUX FALLS, S.D. (WNAX) – Convicted killer Charles Rhines was executed by lethal injection at the South Dakota State Penitentiary Monday night at 7:39 p.m. That followed hours of delay waiting on the final appeals to the U.S. Supreme Court. Rhines was convicted for the 1992 murder of 22-year-old Donnivan Schaeffer of Rapid City.
Following the execution, Donnivan’s mother, Peggy Schaeffer said the day should be about their son.
Schaeffer says she hopes there is something positive from all that went before.
Dennis Groff was Pennington County States Attorney at the time and prosecuted the case.
Rhines had made numerous appeals after the trial and guilty verdict delaying the execution for years.
