PIERRE, S.D.(WNAX)- The Rules Review Committee of the South Dakota legislature again refused to approve two rules dealing with licensing of appraisers.  The Department of Labor and Regulation had submitted the rules making changes in education and certification.

Committee Chairman, Representative Jon Hansen of Dell Rapids said he was concerned with an agreement with South Dakota State University over the education requirements.

Senator Jean Hunhoff of Yankton says they need more detail.

Representative Ryan Cwach of Yankton says the Department has to do better.

The committee voted six to zero to send the two rules back for clarification.
