Representative Erin Healy of Sioux Falls says the full House should have a chance to debate the bill.
Representative Sue Peterson of Sioux Falls was alarmed by some of the wording in the bill.
After a motion to do pass the bill failed on a four to eight vote, the bill was sent to the forty first day, effectively killing it, on a vote of eight to four.
