PIERRE, S.D.(WNAX)- A South Dakota legislative committee approved most of the rules needed to start the medical cannabis program.
Representative Jon Hansen of Dell Rapids, a member of the Rules Review Committee, said the Department of Health had a comprehensive package.
Hansen says there will be changes ahead.
Democratic Senator Troy Heinert of Mission says the committee made the program more difficult to use.
Committee member, Representative Ryan Cwach of Yankton, says they sent some back to the Department of Health.
Cwach says one rule they reverted deals with the number of marijuana plants that a private citizen could grow.
Cwach says they also had problems with a rule on potency of the medical cannabis.
The committee is scheduled to meet again on November first.
