PIERRE, S.D.(HubCityRadio)- The South Senate Taxation Committee heard testimony Wednesday on SB32. The bill provide for the distribution of tax revenue from certain gross receipts occurring on fairgrounds.
Prime sponsor of the bill was Senator Al Novstrup of Aberdeen who talks about what the bill does.
Novstrup talks about what would be reimbursed back to the counties hosting fairs.
Brown County Fair Manager Rachel Kippley explains why upgrades are needed at the fairs in the state.
Kippley tells the committee that counties have set money for infrastructure improvement but that it’s not enough.
Sioux Empire Fair President Scott Wick explain what they would do with the reimbursed money.
Among those that was opposed to the bill was Doug Shinkle with the Department of Revenue who explains that sales tax coming from fairs don’t need to be send back to them.
David Reiss with the Municipal League also opposed it because of the impact it would have on municipal taxes.
Senator Joshua Klumb of Mitchell request to put this on the 41st day.
The committee approved it on a 6-1 vote defeating the bill.
