VERMILLION, S.D.(WNAX)- State institutions are all struggling to hang on to employees in the face of the pandemic and low wages.

University of South Dakota President Sheila Gestring says they are facing increasing competition.

Gestring says the pay plan proposed by Governor Kristi Noem will be a big help.

Brian Maher, the executive director of the Board of Regents has told legislators there will have to be a tuition increase for next year.
