VERMILLION, S.D. (WNAX) – The Vermillion City Council has passed resolutions of expectations that citizens will wear face masks in all public areas.

City Manager John Prescott says they are working with a resolution and a new ordinance.

Prescott says they want businesses to display signs dealing with the resolution.

Prescott says students returning to USD helped spur the action.

There are fines for violating the rules, but Prescott says they plan on more education than enforcement.
