YANKTON, S.D.(WNAX)- Counties will be caught between rapidly rising costs and a cap on spending as they write their budgets for next year.
During a Yankton County Commission strategy session, Commissioner Cheri Loest said there are talks underway across the state about counties cutting costs.
Loest says smaller counties will have the toughest decisions.
Commissioner Don Kettering says most counties will have to be pushed.

The Yankton County Jail has been returning over a million dollars a year to the annual budget.
