SD Legislator suggest a lottery system to increase COVID-19 vaccination rate in the state

South Dakota’s slowing Covid-19 vaccination rate has caught the attention of some legislators. Representative Linda Duba of Sioux Falls talked about that rate at a meeting of the Joint Committee on Appropriations Wednesday.
